Add workspace guidance and linting for modern CSS: introduce .github/instructions/modern-css.instructions.md and a comprehensive .stylelintrc.json (stylelint with order and use-logical plugins). Update package.json and package-lock.json to include stylelint and related dev dependencies. Apply style updates across many src CSS component files (and add separator-dot.css) and adjust Vue components/views and router to align with the new styling/linting rules.
